When to Observe Dhul Hijjah Waxing (NEW) Crescent ?


The geocentric conjunction (Geocentric New Moon) will occur Inshalla on (Monday 16 November 2009) at 19:14 UT.

Sighting the new crescent on (Monday 16 November 2009) and (Tuesday 17 November 2009) is shown in the below graphs using the program Accurate Times by Mohammad Odeh according to Odeh criterion. Where:-

According to the Universal Hejric Calendar (UHC), which is based on the calculated crescent visibility, the start of this month in the Eastern Region will be on Wednesday 18 November 2009 and in the Western Region will be on Wednesday 18 November 2009. Hence Friday 27 November 2009 is the first day of Eidul Adha in both regions Inshalla.

Tue 17 November 2009



Algeria


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. Hocine Chikh Aissa from Ghardaia City in Ghardaia State mentioned that the sky was clear, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Hocine Chikh Aissa said: "More than 17 persons were prensent in N'tissa station. Thul Hijjah 1430 crescent was not seen neither by naked eyes nor by binoculars (03). The western horizon was hazy. Aide Mubarek for all Muslimeen Thank's"



Australia


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. Afroz Ali from Sydney City in NSW State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Afroz Ali said: "Observations for the crescent was attempted throughout Australia but was not sighted from anywhere in Australia."



Germany


1 . Time of observation: After sunset.Photographed: ICOP member Eng. Martin Elsaesser from Munich City in Bavaria State mentioned that the sky was clear, the atmospheric condition was clear, the crescent was not sought by naked eye, the crescent was not sought by binocular, the crescent was not sought by telescope, the crescent was seen by CCD Imaging
Eng. Martin Elsaesser said: "The crescent was observed in DAY-TIME before noon through CCD imaging. The crescent could be easily detected at about 9° elongation and was visible on the live-screen of the camera system. 
"Classical" visual observation after sunset will have to wait till tomorrow evening."



Morocco


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. Boulahsen Mouhamed Yassin from الرباط City in الرباط State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not seen by telescope, the crescent was not sought by CCD Imaging
Mr. Boulahsen Mouhamed Yassin said: "أعلنت وزارة الأوقاف والشؤون الإسلامية، في بلاغ لها، أن فاتح شهر ذي الحجة سيكون يوم الخميس


وفي ما يلي نص البلاغ :

" تنهي وزارة الأوقاف والشؤون الإسلامية إلى علم المواطنين أنها راقبت هلال شهر ذي الحجة لعام 1430 هـ بعد مغرب يوم الثلاثاء 29 ذو القعدة 1430هـ موافق 17 نونبر2009 واتصلت بجميع نظار الأوقاف ومندوبي الشؤون الإسلامية بالمملكة، وبوحدات القوات المسلحة الملكية المساهمة في مراقبة الهلال.

فأكدوا لها جميعا عدم ثبوت رؤيته.
وعليه فإن شهر ذي القعدة يكون قد استكمل الثلاثين يوما، وبذلك يكون فاتح شهر ذي الحجة 1430هـ هو يوم الخميس19 نونبر 2009 م
أهل الله هذا الشهر المبارك على مولاتا أمير المؤمنين وحامي حمى الملة والدين صاحب الجلالة الملك محمد السادس نصره الله باليمن والبركات وعلى ولي العهد صاحب السمو الملكي الأمير الجليل مولاي الحسن وصاحبة السمو الملكي الأميرة الجليلة للا خديجة، وسائر أفراد أسرته الملكية الشريفة بالخير والبشر وعلى الشعب المغربي والأمة الإسلامية قاطبة بالرقي والازدهار والأمن والهناء. إنه سميع مجيب". "



Nigeria


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. Abdul-Rasaq Abdul-Azeez Ishola from Ikeja City in Lagos State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Abdul-Rasaq Abdul-Azeez Ishola said: "We Tried to search for the Dhul-Hijjah Crescent today's evening but was not seen and I tried to connect Some of the Scholars who went for Hajj in Medina and Mecca BUt they could not make it. I just make  a call to the delegates I attached to the Mecca Hilal Sighting Committe headed by Sheik Daud Abdul-Majeed Eleha that they were able  to participated in the seaching of the Dhul-Hijjah crescent and they were not able to see the crescent even with telescope."



2 . Time of observation: After sunset. Not Seen: ICOP member Mr. Qamarudeen Muhammad from Oshodi City in Lagos State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Qamarudeen Muhammad said: "Crescent of Dhul Hijjah is not visible here in Lagos. In a chat with Amir Lajinatul Hilal Islamiyyah of Ilorin Kwara State, he indicated the western sky is hazy hence no posititive hilal was seen on the horizon"



3 . Time of observation: After sunset. Not Seen: ICOP member Mr. Usman Dukku from Bauchi City in Bauchi State mentioned that the sky was partly cloudy, the atmospheric condition was very hazy, the crescent was not sought by naked eye, the crescent was not sought by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Usman Dukku said: "Due to poor visibility, caused by harmattan dust, we did not attempt sighting the crescent, here in Bauchi."



4 . Time of observation: After sunset. Not Seen: ICOP member Mr. Simwal Jibril from KADUNA City in KADUNA State mentioned that the sky was totally cloudy, the atmospheric condition was very hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Simwal Jibril said: "THE WEATHER WAS VERY HAZY AND DUSTY BECAUSE OF THE HARMATTAN, EVEN SUNSET WAS NOT VERY VISIBLE"



Norway


1 . Time of observation: After sunset. Not Seen: ICOP member Eng. Imran Mushtaq from Sandvika City in Akershus State mentioned that the sky was totally cloudy, the atmospheric condition was very hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Eng. Imran Mushtaq said: "Islamic Council of Norway declared that Dhul-Hijja in Norway starts on 18.11.2009 and Eid al-Adha will be on friday 27.11.2009. Eid Mubarak"



2 . Time of observation: After sunset. Not Seen: ICOP member Mr. Milad Ali Ershaghi from Oslo City in Oslo State mentioned that the sky was totally cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Milad Ali Ershaghi said: "Bismillah al Rahman al Rahim

On Tuesday, November 17, 2009, sunset time in Oslo, Norway was 3:44pm and moonset time was 3:05pm. It was therefore impossible, astronomically, for the moon to be seen. I still went out to try to see it in the city of Roa, to fulfill the Sunna (sighting the moon on the 29th of the lunar month) but it was not visible. "



Oman


1 . Time of observation: After sunset. Not Seen: ICOP member Dr. Usman El-Nafaty from Muscat City in Muscat State mentioned that the sky was clear, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Dr. Usman El-Nafaty said: "Immediately after Maghrib prayer (Al-Khoud, Muscat), I went out to a nearby area where there are no obstructions to view to western horizon.  I attempted sighting the moon for about ten minutes but could not see it. "

Suleiman Al Busaidi from Al Hamra City in Jabal Shams State mentioned that the sky was clear, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not seen by telescope, the crescent was not seen by CCD Imaging



Pakistan


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. Alam Sultan from karachi City in Sindh State mentioned that the sky was clear, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Alam Sultan said: "Today ( Tuesday, November 17, 2009 = 28 Zul-qadah 1430 in Pakistan), On my request nearly one hundred persons (members of the moon-sighting committees of our institute "JAMIA-TUR-RASHEED" + my friends + their companions) tried to sight the moon at nearly 21 places all over Pakistan but the moon could not be sighted, as it was expected tonight. Weather was clear at many places. Our members tried to sight at these places : Karachi (at 6 Places), Charsaddah, Abbotabad, Faisal abad, Ghotki (at 2 places), Kehror-Pakka, Quetta, Chitral, Aasiabad, Tando-Allah-Yar, Turbat, Rawalpindi, Battal, Multan, Mardan, 
Note 1: Although Today (Tuesday, 17 November 2009) was 28th Zul-qadah in Pakistan therefore there was no need to try to sight the moon in Pakistan, moreover, the conditions of the moon were so defective in all Asia especially in Pakistan that according to the all old and new criteria of moon-sighting, there was no solid proof in the history of astronomy to sight such a moon by naked eyes, but In spite of these facts, we requested our members just to increase the trust of common people in the Science of Moon-sighting and because the people were confused due to the 29th day in Saudi Arabia.

Not Seen: ICOP member Mr. Bander Albotehy from الدمام City in الدمام State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not seen by telescope, the crescent was not sought by CCD Imaging
Mr. Bander Albotehy said: "لم تتمكن مجموعة التحري من رؤية هلال شهر ذي الحجة لا بالعين المجردة ولا بالمنظار ولا بتلسكوبين قطر أحدهما 10 إنش والآخر 6 إنش. كانت حالة الجو قرب الأفق جهة الغروب ملوثة بالغبار وقد يكون ذلك هو سبب عدم تمكننا من الرؤية. يذكر أنه تم الإعلان عن رؤية الهلال في وسط المملكة من قبل بعض المترائين وتم قبول شهاداتهم لدى المحكمة العليا وبذلك يكون غدا الأربعاء الموافق 18 نوفمبر 2009 هو أول أيام شهر ذي الحجة لعام 1430 ه. تقبل الله منا ومنكم صالح الأعمال."



Senegal


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. Ibrahima Lo from Dakar City in Senegal State mentioned that the sky was totally cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Ibrahima Lo said: "Sighting the crescent by naked eyes was tried, but it was not seen. The National Committee of Hilal Sighting have announced that Eid Al Adha will be on Saturday 28 November 2009."



Somalia


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. Abdulaziiz Hagi Bashiir from Garoowe City in Puntland State State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Abdulaziiz  Hagi Bashiir said: "We started looking for the new crescent immediately after the sun set around 5:20pm LT, here in Garoowe. The atmosphere was not that hazy but the sky was partly cloudy. We've seen no crescent, and no one claimed of seeing it so far here. The sky was almost the same on Qardho, Bosaso, and Xarfo where observers whom I contacted found no crescent."



South Africa


1 . Time of observation: After sunset. Seen: ICOP member Dr. Abdurrazak Ebrahim from Cape Town City in Western Cape State mentioned that the sky was partly cloudy, the atmospheric condition was clear, the crescent was seen by naked eye, the crescent was seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging



Tanzania


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. Zaffar Sheriff from Daressalaam City in Tanzania State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Zaffar Sheriff said: "Crescent was not seen. Thursday 19th Nov was declared 1st Zilhijja"



United Kingdom


1 . Time of observation: After sunset. Not Seen: ICOP member Eng. Qamar Uddin from York City in North Yorkshire State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Eng. Qamar Uddin said: "On Tuesday 29 Dhul Qa'dah 1430 AH  (17 November 2009) many of us from UK have tried to sight the crescent moon (Hilal) of Dhul Hijjah 1430 AH after sunset, but there were no sighting report received, even though some places had clear sky conditions. 

However, we have received news of actual sighting (Muhaqaq Ruyat-e-Basri) from the East of UK (including South Africa). Therefore, the Ulama (including Wifaq and Batley) have decided that the month of Dhul Qa'dah 1430 AH will have 29 days and the month of Dhul Hijjah 1430 AH will start from Wednesday 18 November 2009, which means Eid-ul-Adha will be on Friday 27 November 2009, Insha-Allah. May Allah forgive our sins and accept our prayers in this blessed month of Hajj (Ameen). Eid-Mubarak to all Muslims around the world!"



2 . Time of observation: After sunset. Not Seen: ICOP member Mr. Mohammad Baig from London City in Berkshire State mentioned that the sky was partly cloudy, the atmospheric condition was clear, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Mohammad Baig said: "Despite the fact that sighting from UK was highly unlikely today 17th November, I tried to sight the crescent because it was almost clear horizon but crescent was not sighted. Pending a sighting confirmation from Morocco or South Africa the first of the month of Dhul Hajjah is likely to be 18th November."



United States

Germany


1 . Time of observation: After sunset. Seen: ICOP member Eng. Gerhard Ahmad Kaufmann from Mörlenbach City in Hessen State mentioned that the sky was partly cloudy, the atmospheric condition was clear, the crescent was not seen by naked eye, the crescent was seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Eng. Gerhard Ahmad  Kaufmann said: "The southwestern horizon was illuminated by a relatively strong orange afterglow after sunset, the air was very clear, but there were some very high cloud layers. So it was rather difficult to detect the crescent, floating low over the horizon. However, it could be successfully observed (only by binoculars, by my son and me) during the last 20 minutes before moonset, while the observing conditions were steadily improving until moonset.

Germany is officially starting the month in accordance with the precalculated Turkish calendar."



Lebanon


1 . Time of observation: After sunset. 1 . Time of observation: After sunset. Seen: ICOP member Mr. Salem Sahid from Tripoli City in n/a State mentioned that the sky was clear, the atmospheric condition was superb, the crescent was seen by naked eye, the crescent was seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Salem Sahid said: "On Tuesday 17/11/09 we could not see the cresent 
"



Nigeria


1 . Time of observation: After sunset. Mr. Abdul-Rasaq Abdul-Azeez Ishola said: "Alihamudulilahi Today we were able to Sight the Dhulhijjah Crescent I myself Sheik AbdulGaniy Adenle Yusuf ,Alhaji Saheed Bello and many of my Jamat and my Students infront of our Mosque Olaribigbe Street Ikorodu Area of Lagos State. Happy Eidul -Kebir in Advance."



Pakistan


1 . Time of observation: After sunset. Seen: ICOP member Mr. Alam Sultan from Karachi City in Sindh State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was seen by naked eye, the crescent was seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Alam Sultan said: "On my request, Today (Wednesday 18 November 2009 = 29 Zul-qadah 1430 in Pakistan) many hundred persons (Members of the moon-sighting committees of our institute "JAMIA-TUR-RASHEED" + my friends + their companions) tried to sight the moon all over Pakistan and resultantly easily sighted the crescent at more than 30 places. Generally, the weather was clear. It is also announced officially that tomorrow i.e. Thursday 19 November 2009 is 1st Zul-Hijjah 1430 and Saturday 28 November 2009 is  Eidul-Adhha in Pakistan. Germany


1 . Time of observation: Before sunrise. Seen: ICOP member Eng. Martin Elsaesser from Munich City in Bavaria State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was seen by naked eye, the crescent was seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Eng. Martin Elsaesser said: "A lot of clouds near the horizon only allowed short views of parts of the old crescent."



United Kingdom


1 . Time of observation: Before sunrise. Not Seen: ICOP member Eng. Qamar Uddin from York City in North Yorkshire State mentioned that the sky was clear, the atmospheric condition was clear, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Eng. Qamar Uddin said: "The reason for not sighting the waning crescent from York (on 15 November 2009, 6.30 am - 7.00 am, before sunrise) could be due low observation elevation (15 m ASL) and obstructions by buildings?"
