When to Observe Ramadan Waxing (NEW) Crescent ?
The geocentric conjunction (Geocentric New Moon) will occur Inshalla on (Monday 12 April 2021) at 02:31 UT.
Sighting the new crescent on (Monday 12 April 2021) and (Tuesday 13 April 2021) is shown in the below graphs using the program Accurate Times by Mohammad Odeh according to Odeh criterion. Where:-
- It is impossible to see the crescent from the areas located under the red color. Because either the Moon on this day sets before the Sunset and/or the topocentric conjunction occurs after the Sunset.
- The crescent is expected to be seen by optical aid only from the areas located under the blue color.
- The crescent is expected to be seen by optical aid from the areas located under the magenta color. In these areas the crescent could be seen by naked eye if the atmospheric conditions are superb and the observer is experienced.
- The crescent is expected to be easily visible by naked eye from the areas located under the green color.
- The crescent cannot be seen from uncolored areas, even though the Moon sets in these locations after the Sunset and the topocentric conjunction occurs before the Sunset, but the Moon is not sufficiently illuminated in order to be seen as crescent even by optical aid.
- Kindly notice that the below graph shows the possibility of seeing the crescent from areas between 60 degrees north of Equator down to 60 degrees south of Equator.

According to the Universal Hejric Calendar (UHC), which is based on the calculated crescent visibility, the start of this month in the Eastern Region will be on Tuesday 13 April 2021 and in the Western Region will be on Tuesday 13 April 2021. Kindly notice that the UHC is a pre-calculated calendar, which adopts a certain criterion to start the new Hejric month. Your country/organization might adopt different criterion to start the new Hejric month. So it is highly advised to read the UHC website before giving any judgment.

Mr. AR Sugeng Riyadi said: "The new crescent of Ramadhan 1442 AH was NOT SIGHTED on Monday, April 12, 2021 from Assalaam Observatory, Pabelan Kartasura Sukoharjo and MAN1 Surakarta, Central Java Indonesia, the west sky was cloudy. The observation was closed for public amid to COVID-19 pandemic.
The internal team member of Assalaam observatory started the observation at 17.00 Western Indonesian Time (UTC+7). All of the optical equipment were connected to the streaming device, for broadcasting via Youtube channel of Assalaam Observatory. (https://www.youtube.com/c/CASAAssalaam)
The observation was led by the chair of the astronomy center at Assalaam, Mr. AR Sugeng Riyadi. A number of team member including Mr. Purnomo, Mr. Taufiq, Mrs. Tri Ratna were helping the chair to handle the observation equipment.
At MAN 1 Surakarta, there were some teachers, Mr. Faishal, Mrs. Nurul Jannah and team.
The summary of the observation results is presented in the following notes:
Assalaam Observatory, Sukoharjo, Jawa Tengah, Indonesia. (AR Sugeng Riyadi, Purnomo, Taufiq Hidayat, Nanang Zaenuddin, Sirikit EU, Tri Ratna, Mila Rosyta, and Team). The crescent was not seen due to the cloudy sky and low altitude of hilal.
MAN 1 Surakarta, the moon was not sighted because the same reason.
However the crescent was sighted as reported from LFNU of East Java,.
And... according to this report, on ithbat council by the Ministry of Religious Affairs of the Republic of Indonesia declare that 1 Ramadhan 1442 AH will start on Tuesday, April 13rd, 2021."

The observation took place in Yibal Khuff, (Oil field location) away from the main city Muscat around 300km West. I was not able to sight by naked eyes, including the planet Venus was totally not visable. The Observation started before Sunset until the last moment after the sunset and Moonset at 18:55 UTC+4
The Weather, in General, was clear, with some scattered clouds around the horizon. "

The conference to declare the month of Ramadaan held at Colombo Grand Mosque under their auspicious and was presided by CGM Hilal Committee President Khaleefathuzzaly Al Alim Al Haj Abdul Hameed Bahji. As we received negative sighting reports from all over the country approximately from 20 or more sighting places as the weather is hazy and cloudy above the horizon...it was decided unanimously by the president along with the ACJU Hilal Committee members and the represantatives of MRCA and Memon Hanafi Masjid and senior officer of Meteorology Department to complete the month of Shabaan as 30 days and to commence the month Ramdaan Mubarak from 14th of Wednesday 2021 CE. Using a pair of binoculars (10X50), I scanned the area where the moon supposed to be based on the Stellarium software. I could neither see the moon nor Venus. I stayed at the location till moonset (moonset: 8:34 pm). "

وإلا فإن إدخال الشهر باطل لاسـتحالة المشــهود به . والشرع لا يأتي بالمســتحيلات. وشهادة الشهود، تُحمل على الوهم أو الغلط أو الكذب ».
ففي تبصرة الحكام لابن فرحون اليعمري: «قال أصحابنا: إذا شهد شاهدان في الصَّحْوِ في المِصر الكبير على هلال رمضان ولم يَرَهُ غيرُهما، قال سَحْنونٌ: هما شاهِدا سوءٍ، فإذا قُبِلا فعُدّ ثلاثون يوماً ولم يُرَ الهلالُ والسّماء مُصْحِيَةٌ، قال مالكٌ: هما شاهِدا سوءٍ، لأنّ ذلك قرينةٌ ظاهرةٌ في كذِبهما».
فالإمام مالك رحمه الله نصحنا بالتثبت في آخر الشهر فقال : (( إذا كانت ليلة إحدى وثلاثين صحوا ولم يُرَ الهلال لا يجوز الفطر غدا ويجب صومه وتُكَذَّبُ الشهادة على دخول الشهر , لأن هلال إكمال العدة لا يخفى عن أحد )) , أي أنه يرى بكل سهولة . لأنه دائما يكون حجمه كبيرا .
وحتى ابن تيمية قال مثل ذلك في مجموع الفتاوى ج: 25 ص: 185 قال :
(( فمعرفة الكسوف والخسوف لمن صح حسابه مثل معرفة كل أحد أن ليلة الحادي والثلاثين من الشهر لابد أن يطلع الهلال وإنما يقع الشك ليلة الثلاثين )) .
يعني أن هلال إكمال العدة يُرَى ليلة الحادي والثلاثين من الشهر قطعا بلا شك ، ويستحيل خفاؤه ، فلا بد أن يطلع ويرى عند إمام الأئمة مالك وعند ابن تيمية ... وإلا فالشهادة على دخول أول الشهر الحالي باطلة بوجه من الوجوه . . وإكمال الصوم واجب على الجميع في آخر رمضان ...
وكذلك قال الإمام العلامة والمجتهد السبكي ...
وقال الإمام السبكي أيضا في فتاواه (1|219):
«والبينـة شـرطها أن يكون ما شهدت به ممكنا حساً وعقلاً وشرعاً. فإذا فرض دلالة الحساب قطعاً على عدم الإمكان، اسـتحال القول شرعاً، لاسـتحالة المشــهود به. والشرع لا يأتي بالمســتحيلات. أما شهادة الشهود، فتُحمل على الوهم أو الغلط أو الكذب».

Dr. Javad Torabinejad said: "I arrived at my sighting location at 7:37 pm EDT (sunset: 7:55 pm). The western horizon was partly cloudy. Using a pair of binoculars (7X50), I started scanning the horizon to see the moon before sunset with no success. I left that location for another one. Soon after my arrival, I first saw the moon using a pair of binoculars at 7:59 pm and immediately after by naked eye. The moon's elevation was about 12 degrees and its horns were approximately at 3:00 and 7:30 O'clock (3:00;5:00;7:30). I left my sighting location at 8:31 pm when the moon's elevation was about 7 degrees (moonset: 9:32 pm)."

When to Observe Sha'ban Waning (OLD) Crescent ?
The geocentric conjunction (Geocentric New Moon) will occur Inshalla on (Monday 12 April 2021) at 02:31 UT.
Sighting the OLD crescent on (Monday 12 April 2021) and (Sunday 11 April 2021) is shown in the below graphs using the program Accurate Times by Mohammad Odeh according to Odeh criterion. Where:-
- It is impossible to see the OLD crescent from the areas located under the red color. Because either the Moon on this day rises after the Sunrise and/or the topocentric conjunction occurs before the Sunrise.
- The crescent is expected to be seen by optical aid only from the areas located under the blue color.
- The crescent is expected to be seen by optical aid from the areas located under the magenta color. In these areas the crescent could be seen by naked eye if the atmospheric conditions are superb and the observer is experienced.
- The crescent is expected to be easily visible by naked eye from the areas located under the green color.
- The crescent cannot be seen from uncolored areas, even though the Moon rises in these locations before the Sunrise and the topocentric conjunction occurs after the Sunrise, but the Moon is not sufficiently illuminated in order to be seen as crescent even by optical aid.
- Kindly notice that the below graph shows the possibility of seeing the crescent from areas between 60 degrees north of Equator down to 60 degrees south of Equator.

Mr. Jim Stamm said: "At 6:10 (2 minutes after the crescent was in the fOV) I did not see anything. Two minutes later, I thought I saw a crescent. But it faded. Then it returned slightly higher, and faded. After a couple of short appearances and fades, it came into sight as a larger crescent and stayed long enough for me to positively identify it as the old moon crescent. Then it faded again, off and on for several times until it faded forever. "Faded" was just a relative description as I believe the background light got brighter so that the crescent was perceived to fade.

Martin Elsaesser from Munich City in Bavaria State mentioned that the sky was clear, the atmospheric condition was clear, the crescent was not sought by naked eye, the crescent was not sought by binocular, the crescent was not seen by telescope, the crescent was seen by CCD Imaging
Eng. Martin Elsaesser said: "The moon only rose after the sun so i had to resort to daytime observation. Despite frequent changes in the clouds i got a good enough gap about one hour before noon. I could easily image the old crescent which was around 9.3° from the sun. I could not see the crescent visually with the same telescoe.
Planets Venus and Mercury were also observed, with Venus being easy to see visually in the telescope.
Sadly the forecast for the next two days in contiuous clouds and rain."
