When to Observe Shawwal Waxing (NEW) Crescent ?


The geocentric conjunction (Geocentric New Moon) will occur Inshalla on (Saturday 24 June 2017) at 02:31 UT.

Sighting the new crescent on (Saturday 24 June 2017) and (Sunday 25 June 2017) is shown in the below graphs using the program Accurate Times by Mohammad Odeh according to Odeh criterion. Where:-

According to the Universal Hejric Calendar (UHC), which is based on the calculated crescent visibility, the start of this month in the Eastern Region will be on Sunday 25 June 2017 and in the Western Region will be on Sunday 25 June 2017. Kindly notice that the UHC is a pre-calculated calendar, which adopts a certain criterion to start the new Hejric month. Your country/organization might adopt different criterion to start the new Hejric month. So it is highly advised to read the UHC website before giving any judgment.

Algeria


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. Hocine Chikh Aissa from Ben isgeun City in Ghardaia State mentioned that the sky was clear, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Hocine Chikh Aissa said: "More than  (12) observer were present in Bouamied station with binoculars (20*60) . The new crescent of shawwal 1438 was not seen  by naked eyes neither by a Binocular, Aid moubarak for all muslimes."

Eng. Z-Kacem Bankih said: "حضر إلى الرصد حوالي 15  شخصا لتحري هلال شوال 1438 من جبل بوعميد ببني يزقن. تم استعمال منظار 20*60 ولم نتمكن من إنجاز رقم قياسي لأن الرؤية لم تكن ممكنة. "



Brunei Darussalam


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. Hazarry Haji Ali Ahmad from Tanjong Batu City in Muara State mentioned that the sky was partly cloudy, the atmospheric condition was clear, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not seen by telescope, the crescent was not seen by CCD Imaging
Mr. Hazarry Haji Ali Ahmad said: "The western horizon was partly cloudy at sunset and the sun was used to align all telescopes. Members of The Astronomical Society of Brunei Darussalam were at the official site, Tanjung Batu of Muara Beach, for new moon sighting (aged 8 hour and 4 minutes with only 14 minutes).

The New moon of Syawal was NOT sighted on June 24, 2017. Therefore, with the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the Syariah High Court Judge made the announcement on the state broadcaster Radio Television Brunei (RTB) that the country will begin Hari Raya Aidil Fitri on Monday, 26 June 2017."



Indonesia


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. AR Sugeng Riyadi from Surakarta City in Central Java State mentioned that the sky was partly cloudy, the atmospheric condition was very hazy, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not seen by telescope, the crescent was not seen by CCD Imaging
Mr. AR Sugeng Riyadi said: "The Hilal of Shawal 1438 AH was NOT SIGHTED on Saturday, June 24th, 2017 from my location Rowasiya Observatory at Bendo Ketitang Juwiring Klaten Central Java Indonesia because the sky was totally hazy.

Location: Damzad Mountaintop beside the historic Tower Senbandy in the East of Shahreza (latitude: 32 00 N, longitude: 51 52 E, elevation: 2325m from sea level, time zone: +4.5 GMT)
Equipments: One sets of 15*70 binoculars(Celestron Sky Master), One compass.
Atmospheric condition: Sometimes smooth and Sometimes Hazy .
Horizon obstacles: -0/5°
Calculated Sunset:20:12
Real Sunset: 20:13:30
Results: At the 20:21 the moon crescent was seen as dim and weak by 15*70 binoculars(Celestron Sky Master) by Hossein Janghorbani for the first time. This observation lasted for 30 seconds. The crescent of the moon was between 3.5 and 4.5.

Mr. Turki Alamri said: "I started my observation 2:00 pm ;LT using my default ccd imaging system with 0.3 AOD for 500 nm , i tried all processing techniques but could not see the new crescent in IR.
even after sunset i tried but haze and sky condition was so bad ."



South Africa


1 . Time of observation: After sunset. Not Seen: ICOP member Dr. Abdurrazak Ebrahim from Cape Town City in Western Cape State mentioned that the sky was clear, the atmospheric condition was clear, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not seen by telescope, the crescent was not sought by CCD Imaging
Dr. Abdurrazak Ebrahim said: "Ramadan has been extended to a 30 lunar month.
Eid-ul Fitr shall be observed on Monday, 1st Shawaal 1438 H, corresponding to the gregorian 26/6/2017. "



Sri Lanka

The prediction of the astronomers=Not Visible Even With Optical Aid.
To avoid erroneous, Hilaal sighting groups was arranged right round the country.
Each and every group reported negative sighting but just 15 minutes after Sunset a sighting report came from one of the sighting group which is situated east coast called Nilaveli. The same place which testified the positive sighting for the month of Ramadan.
 As we knew it is impossible for naked eye sighting we cross checked by questioning them and we came to know there were 14 brothers have been appointed by ACJU Nilaveli division to be present at the sighting place. While these 14 of them were present another 2 brothers have joined them for sighting whom they have no experience in Hilaal sighting. As these 2 claimed sighting while others didn't so these 2 brothers phoned straight away to the Colombo Grand Mosque without the consent of the group leader Moulavi Muaad. In this regard it took time to settle the issue as the the brothers whom were appointed for sighting explained to them as what they claimed was not the hilaal and rejected it at the place itself.               The Hilaal Committee conference at CGM which comprises CGM Trustees,CGM Hilaal Committee,ACJU Hilaal Committee,representatives of MRCA and Memeon Masjid  decided under the leadreship of the CGMH Committee Deputy president Moulana Abdul Hameed (Bahji) along with ACJU and MRCA  to complete the proceeding month as 30 days and start the month of Shawwal on 26-6-2017CE.

Mr. AlTayyeb AlSahili said: "إن رؤية الهلال الشرعية عند غروب شمس يوم السبت 29 رمضان مستحبلة علميا وعمليا في جميع أقطار الأمة العربية والإسلامية ولا يرى الرؤية الشرعية إلا في أمريكا 
ولذا فإن يوم الأحد هو 30 رمضان ولا يمكن أن يكون يوم عيد .
.
وإن فتوى توحيد المطالع حديثة وهي تخالف المعيار الشرعي لإدخال الشهر وتخالف العلم الثابت الصحيح وتخالف إجماع الأمة السابق : (( فقد ذكر أبو عمرو بن عبد البر وابن عربي المالكي الإجماع على أنه لا تراعى الرؤية فيما بعد من البلدان كالأندلس من خراسان... قال: ولكل بلد رؤيتهم )) .. وقال : أجمعوا على أنه لا تعم كل أقطار الأرض .

ولا يجوز شرعا مخالفة الإجماع الأول . واستدلالهم بالحديث ( صوموا لرؤيته وأفطروا لرؤيته ... ) استدلال باطل لأن فهمهم له غير صحيح يرد عليه حديث كريب الذي رواه الإمام مسلم وهو صريح في أن لكل قطر رؤيتهم . ولم يرد في السنة ولا في السيرة أن رسول الله صلى الله عليه وسلم أو الخلفاء الراشدين ألزم الناس برؤية أناس أبعد من مسافة القصر .... وبه قال كثير من الفقهاء .وحديث كريب صحيح وفيه أمر الرسول صلى الله عليه وسلم بعدم اتباع رؤية البعيد كما بين أهل المدينة وأهل الشام .....

وبه قال كثير من العلماء قالوا إذا رؤي ببلد لزم أهل ذلك البلد وكل بلدة تقرب منه فإن قرب فالحكم واحد ، وإن بعد فلأهل كل بلد رؤيتهم ، روي هذا عن عكرمة والقاسم وسالم ، وروي عن ابن عباس ، وبه قال إسحاق ، وإليه أشار البخاري حيث بوب : [لأهل كل بلد رؤيتهم] وروى المدنيون عن مالك أن الرؤية لا تلزم بالخبر عند أهل البلد الذي وقعت فيه الرؤية ، إلا أن يكون الإمام يحمل الناس على ذلك ، وبه قال ابن الماجشون والمغيرة من أصحاب مالك . وقال ابن رشد : (( إن البلاد إذا لم تختلف مطالعها كل الاختلاف فيجب أن يحمل بعضها على بعض لأنها في قياس الأفق الواحد . وأما إذا اختلفت اختلافا كثيرا فليس يجب أن يحمل بعضها على بعض )) .

كما أن فتوى توحيد المطالع تجعل عدة شهر رمضان دائما 29 يوما ولا يكون 30 يوما أبدا وهذا أيضا مخالف للنصوص الشرعية الثابتة الصحيحة وتخالف إجماع الأمة .
ووهذا ما قرر فهمه كبار العلماء المحققين كالإمام القرافي والإمام النووي ..... وقد أجمع علماؤنا على أن من رأى الهلال يقينا في أول رمضان رؤية شرعية ولم تقبل شهادته ولم يصم الناس من الغد لعدم اكتمال الشهادة فإنه يجب عليه الصوم ولو أفطر للزمه القضاء والكفارة . وهذه الفتوى دالة دلالة قاطعة على وجود وجواز الخلاف في الصوم ولو في مكان واحد ... 
قال الإمام القرافي المالكي في كتابه الفروق :
(( وإذا كان الهلال يختلف باختلاف الآفاق وجب أن يكون لكل قوم رؤيتهم في الأهلة كما أن لكل قوم فجرهم وغير ذلك من أوقات الصلوات وهذا حق ظاهر وصواب متعين أما وجوب الصوم على جميع الأقاليم برؤية الهلال بقطر منها فبعيد عن القواعد والأدلة لم تقتض ذلك فاعلمه...)).

وهناك تفصيل أن كل رؤية لا تعضدها الرؤية بالعين المجردة فهي رؤية غير شرعية"

United Kingdom


1 . Time of observation: After sunset. Not Seen: ICOP member Eng. Qamar Uddin from York City in North Yorkshire State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not sought by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Eng. Qamar Uddin said: "On Saturday 24th June 2017 (29th Ramadan 1438 AH) the Hilal of Shawwal 1438 AH was not sighted in the the UK. We have also received a negative sighting report from Morocco Awqaf Ministry by fax. Therefore, the month of Ramadan 1438 AH will complete 30-days and the month of Shawwal 1438 AH will start from Monday 26th June 2017 in the UK, Insha-Allah. Eid Mubarak to all Muslims!

1 . Time of observation: After sunset. Seen: ICOP member Dr. Javad Torabinejad from Blacksburg City in Virginia State mentioned that the sky was partly cloudy, the atmospheric condition was hazy, the crescent was not sought by naked eye, the crescent was seen by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Dr. Javad Torabinejad said: "I arrived at my sighting location around sunset (sunset: 8:46 pm EDT).  The western horizon was partly cloudy.  Using a pair of binoculars (7X50), I started scanning the horizon, hoping to see the crescent in the openings.  After a few minutes, a friend of mine and his son joined me; he was using a pair of 10X50 binoculars.  The first binocular sighting was at 9:06 pm.  The crescent was very thin and by that time close to the horizon.  The horns were at about 2:00 and 7:00 O'clock (2:00;4:30;7:00).  We continued our sighting till 9:10 pm when the moon was no longer visible and perhaps setting behind the distant mountains (moonset: 9:21 pm).  I did not try naked eye sighting since the time was very short and perhaps very difficult if not impossible to sight the crescent without binoculars."

Location: Damzad foothills in the East of Shahreza (latitude: 32 00 N, longitude: 51 52 E, elevation: 1825m from sea level, time zone: +4.5 GMT)
Equipments: One set of 15*70 binoculars, One set of 7*50 binoculars, one sets of 20*60 binoculars , one telescope 10 inch, One compass.
Atmospheric condition: Clear
Horizon obstacles: about 2/5°
Apparent Sunset: 20:00
Apparent Moonset:21:10
Results: Moon crescent was seen by telescope 10 inch by Amir Bonakdar at 19:51, for the first time. Other group members observed crescent by binoculars and telescope 10 inch subsequently. Crescent observed by Amir Bonakdar 20:02 by naked eye. Other group members observed crescent by  naked eye.
At the end, Festival Sixth spring Ramadan was held

Mr. AlTayyeb AlSahili said: "رُؤِيَ الهلال بكل سهولة  وهو أمر متوقع لأنه هلال إكمال العدة يجب أن يرى بكل وضوح وسهولة وإلا  فإدخال أول الشهر يكون خطأ . وهاك بيان ذلك :
.
إن الرؤية الشرعية الصادقة والطرق العلمية الصحيحة والطرق التجريبية الملموسة ...  تفيدنا أن هلال إكمال العدة ( أي ليلة إحدى وثلاثين  أو قُلْ عند غروب شمس يوم ثلاثين من الشهر القمري ) يكون كبيرا واضحا لا يخفى عن أحد في اليوم الصحو . لأنه هلال تولد منذ أكثر من 24 ساعة وأحيانا أكثر بكثير ...

والإمام مالك رحمه الله نصحنا بالتثبت في آخر الشهر فقال : (( إذا كانت ليلة إحدى وثلاثين صحوا ولم يُرَ الهلال لا يجوز الفطر غدا ويجب صومه وتكذب الشهادة على دخول الشهر , لأن هلال إكمال العدة لا يخفى عن أحد )) , أي أنه يرى بكل سهولة . لأنه دائما يكون حجمه كبيرا  .
وقد قال ابن تيمية مثل ذلك في مجموع الفتاوى ج: 25 ص: 185 قال : (( فمعرفة الكسوف والخسوف لمن صح حسابه مثل معرفة كل أحد أن ليلة الحادي والثلاثين من الشهر لابد أن يطلع الهلال وإنما يقع الشك ليلة الثلاثين )) . يعني أن هلال إكمال العدة يُرَى ليلة الحادي والثلاثين من الشهر قطعا بلا شك ، ويستحيل خفاؤه ، فلا بد أن يطلع ويرى عند إمام الأئمة مالك وعند ابن تيمية ... وإلا فالشهادة على دخول أول الشهر الحالي باطلة بوجه من الوجوه . . وإكمال الصوم واجب على الجميع في آخر رمضان .
 
وأمر الرسول صلى الله عليه وسلم صريح في ذلك ولكن الكثيرين لم ينتبهوا   له ، وبيانه كما يلي :

1°) علق رسول الله صلى الله عليه وسلم كُلاًّ من الصيام والفطر ، على حد سواء ، على رؤية الهلال الرؤية الشرعية ليس إلا . وهي الرؤية الممكنة لكل من كان مع من يراه ، وليست الرؤية التي يراها الخصوص دون العموم .  
فقد قال  : (( صُومُوا لِرُؤْيَتِهِ وَأَفْطِرُوا لِرُؤْيَتِهِ )) البخاري ومسلم والترمذي والنسائي وابن ماجة وأحمد والدارمي ...
وقال : (( لَا تَصُومُوا حَتَّى تَرَوُا الْهِلَالَ وَلَا تُفْطِرُوا حَتَّى تَرَوْهُ )) رواه مالك والبخاري ومسلم والنسائي وأبو داود وأحمد والدارمي ...
فقول الرسول () (( لِرُؤْيَتِهِ )) نفهم منه الرؤية الممكنة .
وقول الرسول () (( حَتَّى تَرَوْهُ )) نفهم منه تعميم الرؤية الممكنة ولا يجوز تخصيصها وإلا لقبلناها من رؤية النائم أو من أهل الكشف أو من الحساب بلا شرط .....
فرؤية الهلال الرؤية الشرعية الصحيحة لا يخفى معها الهلال في اليوم الصحو أبدا . وإلا لما سميت رؤية هلال أصلا .
فخفاء الهلال في اليوم الصحو يعني عدم وجوده وعدم ولادته أصلا . فإن كان ذلك ليلة إحدى وثلاثين فهو دليل قاطع على فساد إدخال الشهر الحالي .

ولا يجوز العدول عن التماس رؤية الهلال في اليوم الصحو إلى الاكتفاء بإكمال العدة ثلاثين يوما فقط .
لأن العدول عن التماس رؤية الهلال إلى إكمال العدة ثلاثين يوما مشروط لسبب عارض فقط من غيم أو مطر أو ضباب أو شدة غبار أو رياح ثائرة ... وهو واضح في كل تلك الأحاديث الصحيحة : 
قال رسول الله ص : (( لَا تَصُومُوا حَتَّى تَرَوُا الْهِلَالَ وَلَا تُفْطِرُوا حَتَّى تَرَوْهُ فَإِنْ غُمَّ عَلَيْكُمْ فَاقْدُرُوا لَهُ )) رواه مالك والبخاري ومسلم والنسائي وأبو داود وأحمد والدارمي ...
وفي رواية لأحمد (( ... فَإِنْ خَفِيَ عَلَيْكُمْ فَأَتِمُّوا ثَلَاثِينَ )) وفي رواية  (( ... فَإِنْ غَبِيَ عَلَيْكُمْ فَعُدُّوا ثَلَاثِينَ  )) .
وفي رواية  (( ... فَإِنْ غُمَّ عَلَيْكُمْ فَأَكْمِلُوا الْعِدَّةَ ثَلَاثِينَ )) وفي رواية  (( ... فَإِنْ أُغْمِيَ عَلَيْكُمْ فَاقْدِرُوا لَهُ )) .

أما إذا انتفى السبب العارض فتعليق كُلاًّ من الصيام والفطر باق على أصل أمر رسول الله صلى الله عليه وسلم من رؤية الهلال الرؤية الشرعية ليس إلا . ولو أدى ذلك إلى صوم أكثر من ثلاثين يوما . لأن العبرة بالحق والواقع لا بالشهادة التي يجب إسقاطها إذا بان الحق . 
وهذا ما تفطن إليه إمام الأئمة مالك رحمه الله تعالى ..... فافهم وسلم تفلح وتغنم ...

ولأن صحة الشهادة كانت متوفرة عندما كانت الشهادة شهادة حق أما بعد القرون الثلاثة الأولى فلا . خاصة وأنه قد ظهر في المسلمين كثيرون من انتسبوا للعلم والعلماء ، وما كانوا إلا وبالا على الأمة في دينها ودنياها ومنهم من ثبت بالتحقيق أنه مدلس أو وضاع أو يخبط خبط عشواء أو مفتر كذاب منتصر لما يهواه ... وهم في عهدنا هذا أكثر بكثير ...
وقد روى الترمذي  عَنِ ابْنِ عُمَرَ قَالَ : (( خَطَبَنَا عُمَرُ بِالْجَابِيَةِ فَقَالَ يَا أَيُّهَا النَّاسُ إِنِّي قُمْتُ فِيكُمْ كَمَقَامِ رَسُولِ اللَّهِ صَلَّى اللَّهم عَلَيْهِ وَسَلَّمَ فِينَا فَقَالَ أُوصِيكُمْ بِأَصْحَابِي ثُمَّ الَّذِينَ يَلُونَهُمْ ثُمَّ الَّذِينَ يَلُونَهُمْ ثُمَّ يَفْشُو الْكَذِبُ حَتَّى يَحْلِفَ الرَّجُلُ وَلَا يُسْتَحْلَفُ وَيَشْهَدَ الشَّاهِدُ وَلَا يُسْتَشْهَدُ .)) حديث حَسَنٌ صَحِيحٌ  وَقَدْ رَوَاهُ ابْنُ الْمُبَارَكِ عَنْ مُحَمَّدِ بْنِ سُوقَةَ وَقَدْ رُوِيَ هَذَا الْحَدِيثُ مِنْ غَيْرِ وَجْهٍ عَنْ عُمَرَ عَنِ النَّبِيِّ صَلَّى اللَّهم عَلَيْهِ وَسَلَّمَ *

ففي عصرنا هذا لا يجوز التساهل في قبول شهادة الشهود بدون قرائن تدعمها . 
وخاصة في أمر رؤية الهلال الذي تطرأ عليها كثير من التخيلات والأوهام كما بيناه .  
بل كثير من الناس يتعمدون الكذب في ادعاء الرؤية ، انتصارا  لفئة ما  أو بلد  ما ... فويل لهم ثم ويل لهم عند ربهم . 

والدليل على أمثال ذلك ملموس من الواقع ، فهلال إكمال العدة بالنسبة للسعودية غالبا غير موجود أصلا ، وإن وجد مرة فلا أحد يصدق أنه هلال إكمال العدة لدقته وصعوبة رؤيته . ( بل كثيرا ما لا نرى حتى هلال ابن ليلتين المزعوم من السعودية رغم صفاء السماء ) وهذا أكبر وأوضح دليل معلوم على بطلان منهجهم في إثبات الأهلة في الصيام والحج وغيرهما ، وستأتيك تفاصيل وتقارير أخرى بإذن الله تعالى ...
	 فانظر إلى إمام الأئمة مالك وما أدراك كيف يحكم على الرؤية بأنها ظنية غير قطعية وأنه إذا وجد أمر قطعي يكذب الرؤية فيجب الإعتماد عليه . كهلال إكمال العدة ونحن اليوم عندنا الحساب من الأمور القطعية التي يجب الإعتماد  عليها لتصديق الرؤية أو تكذيبها على الأقل . وهذا قال به فقهاء كثيرون معتبرون ....

ولكن يجب أن يكون القائمين بالحساب أناس أكفاء أمناء صادقين لا  يحرفونه عن حقيقته كما هو حال أغلب الدول الإسلامية { للجهل بمعايير رؤية الهلال أو لأغراض سياسية أو اقتصادية أو طائفية أو حتى شخصية أحيانا ... }  

فقد أوردت الجمعيّة الفلكيّة الأردنية التي تترأس المشروع الإسلامي لرصد الأهلّة  : أن نسبة الخطأ في تحديد هلال رمضان في بعض البلدان العربية والإسلامية يفوق 90%...ا.هـ .  وأما في السعودية فالخطأ   يقارب 100 % ...

وكم من العلماء والأئمة الصادقين الذين أرسلوا إلى السعودية يحذرونها من أخطائها في إدخال شهر رمضان وشهر ذي الحجة وأنها بذلك تفسد على الناس حجهم وصومهم كما قرره الفقهاء ولكنها لا تبالي جهلا وجمودا وعنادا واستكبارا .

Dr. Javad Torabinejad said: "I arrived at my sighting location prior to sunset (sunset: 8:45 pm EDT).  The western horizon was clear.  My first sighting was by looking through a pair of binoculars (7X50) at 7:09 pm from home.  Immediately after, I saw the crescent with naked eye.  The crescent's horns were at 1:30 and 7:00 O'clock (1:30;4:30;7:00).  I left the area prior to moonset (moonset: 10:16 pm). "

Positive sighting report was received from Muttur a place from N.Eastern province from a frequent waning crescent sighter A.C.M.Zubair and 3 others.
 At the same time the sighting reports took place in the morning for the last month waning crescent for the month of 28th Shaban corresponding 25-5-2017AH,and the sighting report took place in the evening for the waxing crescent for the month of Ramadan  corresponding 26-5-2017AH are very rare positive sighting reports which take places once in life time.  "

Significant cloud buildup began before observation time, and I was only given about 1 minute to observe as the moon rose over Pusch Ridge.

Topocentric and local time values from “Accurate Times”:

I was NOT able to see the crescent, even through a telescope.

This was a special effort because NASA had reported a recent burning off of the invisible cloud layer that was responsible for noctilucent clouds.  I suspected that this invisible layer was the reason for so many previous negative observations.  I was encouraged by the easy sighting of a 6th magnitude star at 04:34 (5° altitude with 50x thru the 20 cm scope).
